The player requirements that can be used to Star Up a particular Player is shown on the Elite Academy page when you select that player in Elite Academy. ( Eg. only LHB players eligible, only Spinners eligible etc )
Even if te requirement is met and you still cannot see the player in the list, this might be due to a variety of reasons such as:
1. Player might be in League Lineup.
2. Player might be in PvP lineup.
3. Player would be a part of an ongoing event, if any.
4. Player might be a loaned player.
After checking the above, if you still can't see them in the Elite Academy List, please refresh your squad page and check again. That should most likely fix the issue.
